The head of Mejlis of the Crimean Tatar People Refat Chubarov considers that only coordinated actions of all the ministries, including the State Service for the Autonomous Republic of Crimea and Sevastopol, the National Security and Defense Council and executive authorities, can help to return Crimea. He announced that at the press-conference that touched the subject “The autonomy in the annexation. Is there any need of Crimean authorities in exile?”

“There should be an exclusive authority that would coordinate agencies, be implemented into other regulatory bodies, cooperate with the RNBO,” Chubarov said.

Chubarov believes that it is necessary to return Crimea not only as a territory, but also consider that, first of all, people, who live there, are to be returned. “We will be returning people from the territory rather than the territory itself. It is very important to know how those people are going to be treated in Ukraine”.

He also added that it is needed to think out a strategy as for how Crimea would act after the redemption. “Crimea will return, but what will its status be? We expect the help from the world community regarding the return and reintegration of the peninsula. We should discuss the future legal status of Crimea. We need to approve a legal act, which will enable the arrangement of Crimea after its redemption”.

The Head of the Council, director of the democratic processes support program of the Ukrainian Independent Center of Political Researches Yuliya Tyshchenko noticed that very little funds have been allocated to Crimea and the peninsula itself hasn’t been mentioned even once in the “Strategy 2020” that had been recently approved by the President of Ukraine. “Ukraine didn’t manage to form needed agencies for 10 months. Only UAH 2.7 million has been assigned for the Service for Crimea and UAH 700 thousand – for the rehabilitation program for Crimean Tatars. The budget that has been approved does not guarantee that the state will pay attention to this question. The President’s Strategy doesn’t say a word about Crimea”.

Tyshchenko considers that a plan the authorities would follow should be made. “It is necessary to establish the frame of coordinates to move on further, say that Ukraine has a perspective and can describe it to international organizations”.
