Aksenov’s Imperative Mood

аксенAny kind of authorities imply imperative mood of life. The Crimean authorities imply the imperative mood of Moscow’s life. On the verbal level of the Moscow’s caretaker of Crimea Sergey Aksenov the imperative mood has become a matrix of public administration, and created an image of an honest landlord, a fair and strict ruler. This image precisely depicts the Kremlin prototype and its power system. However, despite the Russian system has been existing under the imperative mood for decades, this matrix of power doesn’t work in the Crimea.

Sigmund Freud, the father of psychoanalysis, identified the nature of power as a need to control others due to high level of anxiety, which, in fact, is a disease that should be treated. Something similar is observed today in the higher power personalities in the Crimea. The diagnosis of the disease is that the Russian state doctrine states that the government is conferred from God. So praise the Lord (read: his Vicar on earth) and do what you want. Aksenov fits in this matrix perfectly – a mini-vicar of the sacred Putin-God. As a consequence, the language constructions in third person in the imperative mood are used as effective communication and clearly fit into the usual way of communication of the tsar’s manifesto such as “we command executing our unyielding will.” Logically, the language constructions go as “We will punish”, “We will not allow,” “We will stop,” “We will close” and many other “WE” are now firmly established in the lexicon of the Crimean mini anointed one.

However, Divine Providence hardly correlates with the basics of public administration. Power is a way to engage in interpersonal relationships. In the case of the Crimea it means meeting the specific needs of the Crimean people who are soaked with the Soviet Union excrements such as a strong hand, gratis bread, and circuses.

Circuses are in plenty, but not the bread. Russia itself is in scarcity of it, and the Crimean budget eloquently demonstrates this shortage when it received a few dozens of billions less than it had been promised.  As a result, the manual control of Crimea where wishful thinking is presented as reality leads to quiet riots, which are controlled so far. Neither power, nor imperative mood is enough to suppress them, because they appear in the most unpredicted life spheres. The malfunctioning administrative-command system in the Crimea, a quite liberal under Ukraine’s rule, now works only with HIS – the beta-leader’s operative intervention.

The recent Aksenov’s “putting out the fire” occurred when this flaunty pseudo-Prime Minister gave hell to the Ministry of Healthcare who didn’t prove its work worth its salt after they were granted 1 billion 600 million rubles, which turned out to be not enough even for syringes. Billions of billions pledged for roads, resorts, gaming zones, movie studios, universities, etc., make the officials and the new MPs restless. However, the system is clearly stalled. Statements of many responsible executives illustrate the accumulation of management and resource problems to a critical level. For example, after six months of emperorship the Crimean governor surprisingly finds out that children’s daily meal in the kindergartens cost only 17 rubles, that the amount of gas-condensate flowing into the underground storages is only two buckets per day, that a week after start of the heating season the residents’ radiators are still cold, that the minimum wage and utility bills are rising, that the minister of health caught stealing cannot be fired as Aksenov blustered to the whole Crimea, and can only be roundly rebuked. Deputy Igor Arzhantsev a former member of the Party of Regions, and now a member of the “Edinaya Rossiya” (United Russia) party, the one who built a “road of death” stealing majority of the allocated funding [the road of bad quality collapsed under a car killing the passengers], despite loud “to be dismissed, punished!”, he continues to build roads.

There is nothing left to do, but making public announcements and threaten an invisible enemy from Facebook and TV: “I receive signals, I will I will come and put everything in order, and the prosecutors will take care of it”. Actually, Aksenov’s level of communication hardly differs from statements of the Donetsk and Luhansk Peoples Republics terrorists at their meetings in the captured cities. They also threaten with guns and order to obey, and we will “iron out” all problems, punish all, who are not with us are against the authorities, and as it is known that the authorities are from God.

In fact, the imperative mood turned into a projection of hopelessness and “the new power” on the peninsula, and personally of its guru Aksenov. After many toasts for the victory of the Russian world and building a paradise in the Crimea with deep rivers and seas of gas, the time of sacred sacrifices in the name of faith/power has come. The rivers turned out to be unpatriotic and do not give water, the gas constantly evaporates somewhere, electricity, communications, food, transportation, tourists, money is not abound under the Russian tricolor. Always hungry and sick pensioners who recently were ready to die in Russia are increasingly asking for bread and medicine.

It is forbidden to argue, it is ordered to trust.
