A Crimean, who desired to remain anonymous, spoke about the parallel case.

“My son studies in Kiev. He doesn’t have any time to wait in lines to refuse the conferment of nationality of Russia. Recently officers of military commissariat came to me saying that according to the Russian legislation, my son should become military registrant. He didn’t receive the Russian passport and had nothing to do with the events in Crimea. Soon he will graduate the higher educational institution; as a citizen of Ukraine, he has right for draft determent, then most likely, he will serve Ukraine where he studied and also acquire his military service registration certificate or military service card,”  the man says. He was also forced by the officers of the military commissariat to take a call-up paper for the reoccurring medical board as reserved person liable for military service.

 According to “the treaty on accession of the Republic of Crimea and Sevastopol to the Russian Federation” Russia admitted to its citizenship those Crimeans, who were permanently registered on the peninsula by March 18, 2014. An exception has been made for persons, who refused the conferment of citizenship within one month (since March 18 till April 18, 2014); in less than a month almost 3,5 thousands people managed to write such applications. The form of the application has been composed in such a way that a signer automatically agreed with validity of the treaty between the Russian Federation and Crimea and also with all legal implications of the refusal, even without being informed about them. Ukrainian citizens, who live in Crimea, have been massively admitted to the Russian citizenship according to the Russian legislation exactly because of the artificial complications when applying above mentioned applications that can be considered as an outright discriminatory practice. Automatic acceptance of Crimeans as its citizens by Russia doesn’t mean a single change in their status from the point of view of the Ukrainian legislation.

 At the beginning of 2015, “the head military commissar” of Crimea Anatoliy Malolyetko informed at the council ministers meeting that 180 thousand people became military registrants, which amounts 98% of the plan. According to his words, 40 thousand of military registration cards of the Russian standard have been issued on the peninsula. At first it had been predicted that the military commissariat of Crimea would register all the Crimeans till January 1, 2015 but the acceptance of the documents has been extended till April 1, 2015.  The first drafting of Crimeans to the Russian army will occur this year.
