Adoption of new rules of real estate registration as well as drawing-up of passports remains the toughest challenge in Crimea. Neither interference of the main defender of all Russian elderly ladies Aksenov nor dashing “harassments” of self-defense volunteers helps to solve it. Moreover, the queues to the cadaster agency began to bring a good profit.

According to the UN’s refugee agency, almost 20 thousand people moved from Crimea to Ukraine. Several tens of thousands of people are planning to move but their property doesn’t allow them to make it. Actually, it is difficult to settle in without a roof over your head. On the other side, many lovers of the sea air from the Far North and Siberia as well as people wishing to get own house there came to the peninsula. The third category is residents of mainland Ukraine who got apartments beside the sea, summer houses, land parcels, inheritance and so on over the years of independence. All of them are potential clients of the State Committee on State Registration and Cadaster of Crimea.
How does it work?
When you sell the property, the main thing is to get into the State Register Service or cadaster agency, which is situated in Simferopol, at Pobeda avenue, 165/1. There are 17 counters and all of them are serving people in electronic queuing. Up to 250 people are served per day. It sounds good but what is at the back of numbers?
The web-based media “Pod pricelom” examined the situation in place. One of the real estate sellers Alex made a comment of it that way: “We came to the cadaster agency to get a cadastral certificate but there was a BREAK. They could not read the disc from BTI! Nobody explains anything! This disc will be checked in 15 days! It is because of the QUEUES! Crazy! People in a crowd turn into animals.”
So, somebody needs it.
It is necessary to stand in several queues in order to get into the cadaster. The first and the main queue is for getting a reception ticket. “Some men are on duty in shifts at night sleeping in cars. I came at half past one in the morning and was already the 130th in line,” said a man from Crimea standing in a queue. “In the words of people, there are periodical dustups and fights in the queue,” writes the Simferopol informational website 0652.
Recently “sellers of places” were arrested. The city website informed that “the detection of the fraudulent scheme on selling queue places took 2 weeks. It was artificially created.” “A militant” who participated in the arrest found out this scheme: “Young people reserve a place in a queue to file documents for the real estate registration in the morning. Then they sold it for 5 thousand rubles. In addition, “dealers” regularly threatened other people.”
It is tragicomic but how do you think, who were blamed in creating this “black” queue? It was Ukraine. Pro-government source “Kryminform” wrote: “Supposedly some of detainees came to Crimea from Ukraine.”
Besides, both “militants”, officers of the Department for fighting against Economic crimes and the head of the State Register Service Alexander Spiridonov who “addressed law enforcement officers presided by Abisov (the head of the DMIA in Crimea) and Sheremet (“the first vice prime minister” who is in charge of security forces) in person” tried in vain having tracking criminals for two weeks. All detainees, who were representatives of “ukrohunty”, were released after their arrest in the police head office. “The police examined all citizens taken by militants and let them go home,” informed TASS referring to the press office of the Crimean MIA central department.
Simferopol realtor Anna says that the scheme is already well-functioning: “The version with Ukrainians was made up in order to take attention off the corruption. But someone made money from the queue in the cadaster agency like from dust. Demand for it is crazy. It is clear that there would not be such situation without the knowledge of higher authorities. But now they were arrested and released. Both Aksenov and Abisov said nothing. Are not you surprised? Frankly speaking, we (the realtors – author’s note) also bring there.”
At the same time various advertising cards offering to contact some law firm and register own estate property for 10 thousand rubles are distributed among people standing in queues in the cadaster and state register offices. Where there’s demand, there’s supply…
